RUMO – Resilience and Union for Marine Organization is an Environmental Education Project aimed at contributing to the qualification of public debate on the shared management of the Itajaí-Açu River Mouth in Santa Catarina, Brazil.
The project’s goal is to enhance knowledge about this territory, its stakeholders and activities through understanding the intersectoral dynamics, the dissemination of information and the promotion of educommunication actions.
The activities are focused on the municipalities of Penha, Navegantes, Itajaí, and Balneário Camboriú, located on the Santa Catarina coast.
RUMO’s presence in the territory from November 2020 to March 2023 marked Phase 1 of the Project. During this period, three lines of research were developed: Regional Conflict Diagnosis, Audiovisual Diagnosis and the Vessel Traffic Research at the Itajaí-Açu River Mouth.

Phase 2 was developed between March 2023 and June 2025. The activities carried out during this period aimed to achieve the primary purpose of the Project: to stimulate and strengthen the debate on social participation, shared management and interactive governance.
Communication with stakeholders, active participation in the intersectoral dynamics of the territory and the dissemination of knowledge on the main themes of the Project are the means to achieve RUMO’s objectives.
The materials produced throughout the Project’s trajectory provide both theoretical and practical foundations for the dynamism of current activities. The Audiovisual Diagnosis, carried out in Phase 1, resulted in a seven-episode audiovisual series about the Itajaí-Açu River Mouth. You can watch the episodes below.
The audiovisual productions from Phase 2 resulted in a three‑episode series called “Governance”. In this production, we discuss the concepts of interactive governance, with a focus on the Itajaí‑Açu River Mouth region. The approach highlights the key notions of shared use of this area, the importance of community participation in conflict resolution and the role of organisations with legal responsibility in the governance of the River Mouth.
Phase 3 kicked off in June 2025, with activities scheduled through to the first half of 2027. To make the project’s core themes increasingly well‑known and, in doing so, strengthen and encourage debate on shared management, RUMO has planned a set of educommunication initiatives to head off on another leg of the journey. A permanent action across all phases of the project, aimed at promoting community knowledge and contributing to discussions on shared management. To “communicate” is to make something common to everyone and that’s the motto of our social media channels. You can follow the activities carried out in the region and the content produced by checking out Instagram, Facebook or YouTube.
In this phase, RUMO introduces a new range of topics to build a narrative that contributes to community knowledge. The central theme remains shared management, but this time we explore issues currently at the forefront of environmental licensing. One of these is the transition of projects like RUMO into a unified format: the “Plano Macro” is a challenging proposal from Ibama designed to assess and improve the outcomes of projects aimed at mitigating the socio‑environmental impacts generated by offshore petroleum activities.
Organised in partnership with local institutions, cine‑debates are activities that support the promotion of audiovisual productions among those who experience the diversity of the Itajaí‑Açu River Mouth region.
In these activities, we screen one of the episodes from the series produced by the project to encourage individual reflection and collective debate on shared management, levels of responsibility and governance.
We know that audiovisual productions are tools for communication and education, but we want to explore and understand how videos produced so far can serve as instruments for mitigating social and environmental impacts. To this end, Phase 3 of RUMO includes conducting a study with people from the region who have accompanied us throughout the two previous phases.
The seminars provide a positive experience of dialogue between different sectors of the Itajaí‑Açu River Mouth region, while also contributing to the strengthening of debate on shared management. These gatherings are organised by Project RUMO, with a focus on a diverse audience made up of representatives from various sectors of the River Mouth.
Through partnerships with local institutions, we aim to symbolically deliver two important productions in our journey: the “RUMO ao conhecimento” notebooks, which bring together the key topics on shared management in the Itajaí‑Açu River Mouth in an illustrated format and the “Olhar do Atalaia” portal, which offers a digital immersion through regional maps
