In November 2020, the RUMO Project began its activities with the purpose of contributing to the qualification of public debate on the shared management of the Itajaí-Açu River Mouth. In pursuit of this goal, RUMO carried out various actions in the territory, divided into three lines of research: Regional Conflict Diagnosis, a Vessel Traffic Research and an Audiovisual Diagnosis.
The research results mapped the main activities carried out in the Itajaí-Açu River Mouth, a space used by the sectors of artisanal and industrial fishing, port terminals, inland waterway transport, oil companies, tourism, sports, leisure, shipbuilding and repairs.
The information gathered since 2020 supports the theory and methodologies adopted by the RUMO Project in conducting activities in the Itajaí-Açu River Mouth region.
Developed by researchers from the Universidade do Sul de Santa Catarina (Unisul), the main objective of the diagnosis was to identify and understand the relationships between the key sectors present in the Itajaí-Açu River Mouth, as well as the conflicts and alliances resulting from the different uses of the same space.
The research was conducted through bibliographic references and primary data. Between April 2021 and March 2022, more than 60 representatives from the sectors mapped in the diagnosis were interviewed by the Project team.

This research, conducted throughout 2021, focused on the traffic of various vessels using the Itajaí-Açu River Mouth for navigation. The study, carried out using secondary data, analysed the types, routes, intensity and impacts of vessels for numerous uses, including fishing, leisure, sport, tourism, cargo transport, among others.
The research results contributed to a better understanding of the use of the maritime zone in this region and supported reflections on the territorial planning process.
One of the key findings was the low impact of Karoon Energy’s activities considering the intense traffic from other vessels navigating the Itajaí-Açu River Mouth. The company operates two support boats, which travel weekly to transport supplies and equipment to the FPSO Cidade de Itajaí. These vessels also handle the movement of waste generated offshore for proper treatment on land.
Conducted between July 2021 and November 2022, the research focused on face-to-face interviews for capturing audiovisual materials. Over 100 hours of footage were recorded, spread across nearly 50 field interviews. The outcome was the production of an audiovisual series that covered activities carried out in the municipalities of Penha, Navegantes, Itajaí, and Balneário Camboriú.
The series features interviews with representatives from the main economic sectors that daily utilise the Itajaí-Açu River Mouth space, interspersed with images that characterise the diversity of this territory.
Interviews were conducted with residents, tourists, nautical sports enthusiasts, workers from various sectors such as the port, shipyards, oil and gas industry, artisanal and industrial fishers and business owners. The episodes provide insights into the territory, the lives of its people and how the sectors operate, along with the challenges and opportunities of the River Mouth dynamics.

An event held to present the results of the previous research, providing a moment of reflection and debate among the sectors operating in the Itajaí-Açu River Mouth in 2022. The Public Sectoral Event gathered 50 representatives at the training centre of the Empresa de Pesquisa Agropecuária e Extensão Rural de Santa Catarina (Epagri), in Itajaí.

Debate on the Itajaí-Açu River Mouth area and the joint management process 🔗
During Phase 2, the RUMO Project held three audiovisual seminars to stimulate public debate on social participation, shared management and interactive governance, based on the audiovisual materials produced in the previous phase.
The events brought together representatives from the intersectoral dynamics of the Itajaí-Açu River Mouth at the auditorium of Ordem dos Advogados do Brasil (OAB), in Itajaí (SC). The seminars included roundtable discussions, real-time interaction activities and debates among participants, all moderated by the Project’s technical team.

An activity with a significant presence in the Itajaí-Açu River Mouth territory, the cine-debates provided an opportunity to screen episodes of the audiovisual series during exchanges with sector-specific groups.
These activities were carried out during Phase 2 of the Project, supported by partner institutions in the region, such as Instituto Federal de Santa Catarina (IFSC), Universidade Estadual de Santa Catarina, through the Laboratório de Inovação Social e Sustentabilidade (Liss/Udesc) and Epagri.
The selection of episodes for screening during the activity was based on the profile of the groups. After the screening, participants were encouraged to reflect on the theme of shared space usage, followed by a discussion.
To strengthen the connection within a territory rich in diversity and a plurality of voices, actors and activities, Project RUMO has developed two exclusive maps of the Itajaí-Açu River Mouth, available on the “Olhar do Atalaia” portal. Users can explore the river mouth and discover this territory from a fresh perspective.
“Governance” is a short film miniseries from the RUMO Project, divided into three episodes available on YouTube. In this production, we discuss the concepts of interactive governance, with a focus on the Itajaí-Açu River Mouth territory. The approach highlights key notions of shared use of this region, the importance of social participation in conflict resolution and the role of organizations that have legal responsibilities in the governance of the Mouth.
