The RUMO Project began its activities in November 2020, with the main objective of contributing to the enhancement of the public debate on the joint management of the Itajaí-Açu River Mouth.
In the first phase of the project, from November 2020 to March 2023, various actions were carried out in the area, divided into three lines of research: Regional Conflict Diagnosis, a Vessel Traffic Survey and an Audiovisual Diagnosis.
The various sectors that use the Itajaí-Açu River Mouth include artisanal fishing, industrial fishing, port terminals, vehicle and passenger transport, a support base for oil production, tourism, sports and leisure activities, shipbuilding and ship repair yards.
The results of the research carried out in Phase 1 were recorded in the audiovisual series “An Audiovisual Diagnosis of the Itajaí-Açu River Mouth”, divided into seven episodes, presenting research in each of the sectors identified.
The audiovisual series was launched and promoted on the social networks of the RUMO Project between August and September 2023. By October 2023, the number of views on YouTube had reached 30,000!
The Regional Conflict Diagnosis was developed by researchers from the Universidade do Sul de Santa Catarina (Unisul), with the main objective of identifying and understanding the relationships between the main sectors present in the Itajaí-Açu River Mouth, as well as the conflicts and alliances arising from the different uses of the shared space.
The research was carried out using secondary data (bibliographical references) and primary data, through virtual and face-to-face interviews with representatives of the various sectors that use or operate at the Mouth of the Itajaí-Açu River, involving around 60 interviewees between April 2021 and March 2022. The information and results obtained will support the production of a master’s thesis and the script for a video documentary to be produced by the audiovisual team.

The Vessel Traffic Survey was undertaken during 2021, focusing on the movement of the great variety of vessels that use the Mouth of the Itajaí-Açu River. The study, based on secondary data, aimed to analyse the types, routes, intensity and impact of the vessels that use the region, including, but not limited to, fishing, leisure, sport, tourism, and cargo transport.
The research contributed to a better understanding of the use of the maritime zone at the Mouth of the Itajaí-Açu River and can be used as a basis for reflection and decision-making in the planning process for this area, as well as for other regions of the country with similar situations.
The study highlighted the low impact of Karoon Energy’s activities on the area, given the heavy traffic of other vessels passing through the Mouth of the Itajaí-Açu River. The company only operates two boats per week to deliver supplies and equipment to the vessel Cidade de Itajaí FPSO and to bring back waste for environmentally sound disposal.
The audiovisual study was undertaken in the area over a 12-month period from July 2021 to November 2022. During this period, 48 interviews were conducted, totalling over 100 hours of recording.
The result of the research was an audiovisual series, divided into seven episodes, revealing the activities carried out in the municipalities of Itajaí, Navegantes, Balneário Camboriú and Penha. The series includes interviews with representatives of the main economic sectors that use the Itajaí-Açu River Mouth, as well as images of the four municipalities involved in the project.
The RUMO Project team interviewed residents, tourists, water sports enthusiasts, workers from different sectors such as the port, shipyards, oil and gas, artisanal and industrial fishermen and entrepreneurs. The episodes provide information about the area, people’s lives, how the various sectors function and the difficulties and opportunities of working and living in the region.

In Phase 1, the Public Sector Event of the RUMO Project was held at the Empresa de Pesquisa Agropecuária e Extensão Rural de Santa Catarina (Epagri). Fifty representatives from all sectors studied by the RUMO Project attended.
The aim of the Event was to present the results of the research carried out during the first phase of the project and to promote, through participatory methods, reflection and debate among the sectors, relating to the Itajaí-Açu River Mouth region and the conflicts mapped there.
